ALCAP Legislative Update: Week #9 of the 2021 Alabama Legislative Session

GAMBLING

The Alabama Senate passed SB319 on Tuesday evening. This bill, sponsored by Sen. Jim McClendon, started out as a “lottery only” bill. However, a substitute was introduced that included everything that had been found in Sen. Del Marsh’s bill, SB214, that failed to pass earlier in the session. SB319 now includes a state-sponsored lottery, sports betting, casinos throughout the state and a compact with the Poarch Creek Indians that will allow them to have full-fledged casinos at their current locations and allow them to build a new casino in Northeast Alabama. Perhaps the worst part of this bill is that it will allow online gambling, which will put a casino in the hands of anyone with a smart phone or tablet (including children who know how to circumvent age restrictions).

SB319 now goes to the House of Representatives for a vote. The President Pro-Tem of the Senate, Sen. Greg Reed, announced on Thursday that meetings are already taking place behind the scenes in order to work out any details to insure that the House will pass this bill and additional enabling legislation.

We must immediately begin contacting members of the Alabama House of Representatives asking them to oppose SB319. They could have this bill in committee next week and it may even get to the floor of the House for a vote sometime next week.

The Senate passed SB319 by a vote count of 23-9. They only needed 21 votes to pass the bill. Four senators who voted against the original bill sponsored by Sen. Marsh changed their votes to “yes.” Those senators were Barfoot, Elliott, Gudger and Sessions. While we are disappointed in these individuals who changed their votes, along with others who voted “yes” on gambling expansion, we want to thank the following senators who stood strong in opposition and voted “no.” Please thank them for their courage and for not caving to the immense pressure that was being applied to these senators by the Governor, the senate leadership and the gambling lobby: Gerald Allen (Tuscaloosa); Tom Butler (Huntsville); Clyde Chambliss (Prattville); Sam Givhan (Huntsville); Arthur Orr (Decatur); Dan Roberts (Birmingham); Clay Scofield (Guntersville); Shay Shelnutt (Trussville); and Larry Stutts (Sheffield). Ministers Conference Returns to Government Street Baptist Church for Weekly Meetings beginning April 19, 2021

The Ministers Conference will resume weekly meetings at Government Street Baptist Church on Monday, April 19, 2021. All ministers are invited for a time of fellowship, devotion, and prayer. The meetings are every Monday, 11:30 a.m. Lunch is available for $5 p/person.

HISPANIC CHURCH PLANTER

It is always exciting to see the practical ways that the LORD works. He hears and answers our prayers. His answers are tangible and are often accomplished through His Church (the Living Body of Christ)!

A special thank you to the churches who have offered to sponsor a new Hispanic Church. If the LORD continues to lead as He is now, Dr. Ramon Vielza (from Cuba) and his family will join us to lead this new work. We are praying that they will settle in by June 2021. Several churches have already committed to $100 per month for a three-year period. We still need churches to help fund this new church plant for the first three years. Some families have committed to be a part of the new church which will advance the speed at which this church becomes self-determining, self-propagating, and self-supporting.

Prayer, participation, and giving are essential, but there is also another need. The Vielzas need temporary housing for about six months so that they can get to Mobile and look for appropriate housing while beginning a church. We also depend on tournament sponsors and/or hole sponsors to help us raise funds for International Ministries’ three areas of emphasis: International Churches, the International Language School, and Ministry to Seafarers.

Special Need and Building for Lease

Lawn Care Needed
This past 2020 year, we were blessed to have several churches cut and trim the 5 acre yard at the IMC free of charge. Already this year, the grass growing season has begun. At a bare minimum, we need volunteers who can cut and trim every three weeks. If you can help and/or know someone that can help, please contact Gerald Burch, at 251-661-7111 or at gburch@mobilebaptists.org. If we cannot get volunteers, we appreciate an estimate for cutting and trimming.

International Ministries Center/facility for Lease
The IMC has been for sale for several years. During this last calendar year, we had buyers make legitimate offers only to have them cancel due to failure by the Mobile City District Commissioner to grant the necessary zoning changes. We are interested in leasing it to a church or Non-Profit until we can get approval for a sale. Interested parties should contact Gerald Burch, at 251-661-7111 or at gburch@mobilebaptists.org.
