ALCAP Alert - 2014 Alabama Legislative Session Begins January 14
With the 2014 Legislative Session beginning next Tuesday, January 14, I wanted to touch base with our ALCAP supporters in order to let you know what issues we will be watching during this session.
First, I read this morning that the LGBTQ organization, Equality Alabama, has hired a lobbyist to push for issues that favor the homosexual community. The article states that they plan to lobby in favor of House Bill (HB) 40, sponsored by Rep. Patricia Todd (D-Birmingham). This bill calls for a constitutional amendment to repeal the constitutional amendment passed in 2006 by over 80% of Alabama voters declaring marriage as being between one man and one woman. The article also states that they want to protect embryonic stem cell research in HB31, sponsored by Rep. Becky Nordgren (R-Gadsden). This bill (supported by ALCAP and the Alabama Pro-Life Coalition), if passed, would guarantee the rights of health care providers to decline to perform services that violate their consciences. Of course, ALCAP and other pro-life groups will be advocating to keep embryonic stem cell research as a part of the protections for health care providers who want to decline services in that area. ALCAP will also be monitoring Senate Bill (SB) 38, sponsored by Sen. Dick Brewbaker (R-Montgomery). This bill will protect private, non-public and church schools from possible regulations that may be imposed by the Alabama Department of Education. An attempt was made last summer by the State Department of Education to require private schools to adhere to certain regulations imposed by the Department until they were forced to back down from such action.
Rep. Craig Ford (D-Gadsden) has indicated that he plans to introduce a bill that would call for a state-wide vote to legalize a state-wide lottery. There are a number of reasons why ALCAP opposes this bill that will be outlined in a later email. However, let me remind you that when legislators pushed for a vote of the people on the lottery issue in 1999, we were told, "If the people say NO, then that will settle the issue once-and-for-all!"
The reality is that the pro-gambling forces continued to tie up the Alabama Legislature attempting to legalize expanded gambling in Alabama until Republicans took control of the House and Senate in 2011. Since that time, they have continued to introduce pro-gambling legislation, but thanks to the current leadership, they have not gained any traction. They will never "take NO for an answer!" What should be done is to pass a law increasing the penalties for possession of electronic gambling devices from a Class A Misdemeanor to a Class C Felony. Also, we need to pray for the Federal Courts to decide in favor of Attorney General Luther Strange's lawsuit that will stop the Poarch Band of Creek Indians from using electronic bingo/slot machines in their facilities.
ALCAP will continue to monitor alcohol, tobacco, other drug and gambling related issues. Please keep us in your prayers as we head to Montgomery for the 2014 Legislative Session.

Update from the International Language School
The Lord is doing some neat things at the International Language School. We have approximately 60 students attending weekly and 30 people involved in volunteering their time to teach, hostess, and watch children each week. Students from Kazakhstan, Mexico, Russia, Ukraine, Japan, Peru, China, Vietnam, Thailand, Iraq, Sudan, Iran, Egypt, and a host of other countries are having the opportunity to hear about and see in action the love of Christ. It was so exciting to hear a Muslim young lady this week answering the questions during chapel time and declaring that, “God’s son was born in Bethlehem.” Pray that she and many others will come to know the Son of God as their personal Lord and Savior.
Several needs that we have at the language school now are:
Refreshment items: Chips, cookies, individually wrapped snacks, two liter sodas, Styrofoam cups, cold drink cups, napkins, and small paper plates. If you would like to donate these, they can be dropped off at the Mobile Baptist Association anytime during normal business hours (Please include a note to let us know who they are fromJ).

The cost for sponsorship is $35 per student and this will help with the myriad of expenses related to our ESL classes such as teaching supplies, yearend party, certificates, teacher books, etc.
2014 IRS Optional Standard Mileage Rates
The Internal Revenue Service has issued the 2014 optional standard mileage rates used to calculate the deductible costs of operating an automobile for business, charitable, medical or moving purposes.
- 56 cents per mile for business miles driven
- 23.5 cents per mile driven for medical or moving purposes
- 14 cents per mile driven in service of charitable organizations

This training is highly recommended for all churches taking mission trips and required for churches who participate in State Board of Missions projects.

7 Churches Tour and Team May 19-29, 2014
Join us May 19-29, 2014 for our third Team/trip to Turkey. We will tour the 7 churches of Revelation 2-3 while impacting the culture. This year we are adding Nicea and Troy. Local cost of $1,300 includes tourist visa, all local housing, transportation and food. Airfare from Mobile to Istanbul is currently $1.250. So total expenses are $2,550. Let Bro. Thomas know of your interest. A $1,250 deposit is due by January 15, 2014 (when we purchase tickets). Final payment of $1,300 is due by April 1, 2014. It is rewarding to share as we go. It is incredible to walk the actual streets in Ephesus where Paul and John worked and Luke practiced medicine. This would be a great gift for your pastor and other staff.
